26/04/06: Below is an extract from the London Borough of Southwark Unitary Development Plan Inspector’s Report, pertaining specifically to the proposed car park development. The document can be viewed or downloaded in full from here (PDF document)

1.9.4.31
On the fourth issue, the Southwark Plan 18th July 2005 goes a good way to meeting the valid points made by Mr Taylor and the South Dock Marina Berth Holders’ Association. From my inspection, I agree that the land could be better described, as I recommend. It would benefit from some tidying-up, but the prevailing openness of the boatyard, car park and the rest of the site, together with the activities that take place on it, give it a character of interest and attraction. In function and appearance it complements the River Thames and the often nautical surroundings which include the marina. It also provides a contrast to the residential parts of the surroundings. Its character and appearance is well worth protecting.

1.9.4.32
For these reasons, any redevelopment of Site 38P should be small-scale. The Uses Required accord with that conclusion. I am far from enthusiastic about an hotel being an Other Acceptable Use. With its car park and circulation space, it would be likely to be of a size that would interfere with the boatyard and marina and the activities that take place there. The openness of the area would be reduced, and this would detract from its character. An hotel would no doubt draw more traffic through the mainly residential areas. Site 38P appears to me to be reasonably well used, being home to about 200 vessels. It provides valuable storage, repair and maintenance facilities for boat owners. As the Council accepts, the boatyard provides an essential facility for the marina. With more residential development expected in the northern parts of the Borough, I would expect its fuller use in the future. Apart from some small scale development for which Appendix 4 provides, it should be left essentially as it is. The reference to the hotel should be deleted.
